Information on Re-Occupancy of Fairview Village Senior Living Apartments 

Rise’s staff is working diligently with the City of Jennings to rectify all outstanding issues and safety concerns at Fairview Village, and we have made significant progress toward our goal of getting our residents back to an environment that offers the quality of life they deserve. 

St. LouisApril 26th, 2023On December 25, 2022, a pipe burst at Fairview Village Senior Living apartments in Jennings- a property maintained by Rise Community Development. We immediately took steps to ensure the safe transition of all affected residents to temporary housing at a local hotel. Our asset manager, Nicole McKoy, and president, Terrell Carter, have been in regular contact with our residents and their representatives. We are doing everything possible to meet their personal needs during this difficult time.

We understand that the unfortunate incident in December disrupted our residents’ lives. Please know we are working diligently with the City of Jennings to rectify all outstanding issues and safety concerns at Fairview Village, and we have made significant progress toward our goal of getting our residents back to an environment that offers the quality of life they deserve.

Social Worker

Rise has hired a Social Worker to provide social and emotional support while making connections to community resources for all residents of Fairview Village Apartments. Rochelle will begin reaching out to residents on the week of April 24, 2023 to check-in and schedule appointments for a needs assessment.

Engaging with the social worker is 100% voluntary.

Transportation Assistance for Fairview Village Seniors

Rise does not directly provide any transportation to residents. We continue work with the City of Jennings and our community partners to assist in providing transportation between Hilton Garden Inn and Fairview Village when available. Residents at Hilton Garden Inn will be notified of any available transportation arrangements in a timely manner. However, since there is no dedicated transportation schedule, we encourage residents at Hilton Garden Inn to utilize dial-a-ride resources, like Metrolink call-a-ride. If you need transportation, you may also arrange it utilizing resources provided by The Society at this link: https://slsbvi.org/transportation-options/. Hard copies of transportation resources will be made available to residents at Hilton Garden Inn.

Accessing Fairview Village While the Building is Condemned

If you are a resident and would like access to your apartment, property management is providing escort to resident units on the unimpacted (North) side and 3rd floor of the building on Tuesdays and Fridays from 9am to 5pm. Residents will be given a maximum of 10 minutes to retrieve personal items and then escorted out of the building. The only exception to this rule is if you are relocating from Fairview Village and need to pack-up your unit. Escorts will be provided by appointment only and residents must wear masks while in the building. Please call 314-201-9208 to arrange your visit to the building.

For safety reasons escorts to the impacted South side of the building is not possible while the building remains condemned. If you have any questions or need to retrieve an item from your impacted unit, please contact the property office for assistance. You may also contact the property manager at 314-201-9208 Monday to Friday from 9am to 5pm if you have any questions regarding lease termination, rent abatement, or proof of residency. Due to high call volumes, we ask that you be patient and leave a message for property management to return your call within 24 hours.

Re-Occupancy

Regarding re-occupancy, since January we have been working with the city of Jennings to meet safety requirements to allow re-occupancy of the unimpacted units on the North side & 3rd floor of the building. We had a final re-occupancy inspection scheduled for the north side and 3rd floor on March 172023 at 9am but was informed by the city of Jennings that an internal decision had been made that they will not allow any portion of Fairview Village to be re-occupied until the South side repairs have been completed and inspected. We continue to work towards meeting the requirements for re-occupancy, as designated by the City of Jennings. All residents will be contacted with instructions to return to the building once we receive clearance from the city of Jennings to re-occupy Fairview Village senior apartments.

Repairs and Restoration of Fairview Village

On March 13, 2023 our insurance carrier approved the scope of work to restore the units on the South (impacted) side of the building. Our contractor submitted building permit applications to the City of Jennings on March 21, 2023. On March 31, 2023 the city requested the following items to supplement the permit applications:

•            Drawing plans provided by a licensed architect is including demolition plans, wall sections, code requirements, etc

•            Existing structural evaluations by a licensed professional engineer

•            MEP drawings if there are any replaces/repairs for mechanical, electrical, plumbing.

•            Pictures of existing condition

We are working with our contractor and architect to provide this information as soon as possible. We will provide repair updates as they become available.

City of Jennings Emergency Relief Funding

While residents wait to return home to Fairview Village, the city of Jennings has made emergency funds available for each displaced resident. To apply for these funds you must go to Jennings City Hall to complete an application. You will need to present ID, a copy of your utility bill, and a resource letter to certify the current condemned status placed on Fairview Village. You may collect your resource letter from the property management office on Tuesdays and Fridays. This letter can be used to access any available social services or insurance resources available to residents given their temporary displacement.

Occupancy Permits

There were several residents unable to collect their Emergency Relief Funding checks because the city could not find record of their occupancy permit. Rise responded by arranging unit inspections by the City of Jennings to have missing permits issued. The City of Jennings conducted permit inspections on April 14, 2023. All except one unimpacted unit passed inspection. Repairs to the unit will be made and proof submitted to the City of Jennings, so that permits can be issued. Rise has paid all fines, inspection, and permit fees to resolve this matter.
